Biography

Benigno Valdés is Director General of the Social Sciences Division of iMdea and Professor of Economics at the ICADE Faculty of Economics and Business Administration (Universidad Pontificia Comillas) in Madrid, where he teaches Macroeconomic Theory and Policy. He holds a Degree of Licenciatura in Economics (1980) from the University of Oviedo (Spain), and M.A. (1983) and Ph.D. (1986) degrees in Economics from the University of New Hampshire, where he was a Fulbright Scholar for several years. Professor Valdés has also held teaching positions at Marquette University (2002-2003), the University of Salamanca (1993-1998), the International Management Center at the Ecole Supérieur de Commerce de Rouen (1991-1993), the University of Oviedo (1988-1989), the Instituto Tecnológico Autónomo de México-ITAM (1986), the University of Massachusetts (1987) and the Univer- sity of New Hampshire (1984-1986).

Dr. Valdés has contributed articles to scientific journals on a number of topics, including the economics of technical change, applied econometrics, higher education, economic development, and the history of economics. He is the au- thor of the book Economic Growth: Theory, Empirics and Policy (Edward Elgar, 1999, 2000), and a contributor to Spain’s major economic and political newspapers Ex- pansión and La Razón.

Professor Valdés is the recipient of various academic awards, including the “Premio Extraordinario” for the Degree of Licenciatura in Economics (University of Ovie- do, 1980), the Fulbright Fellowship (from 1980 to 1983), the Elizabeth C. Bogan Award for Superior Scholarship (University of New Hampshire, 1982), the Marc Rich Foundation Fellowship (from 1990 to 1992), and the Teaching Prize for Economics (Univ. of Salamanca, 1997).

As an academic administrator, Dr. Valdés has written about innovations in teaching; participated in the devel- opment and launching of new degrees; served on univer- sity curriculum committees; revised and updated pro- gram majors and degrees; conducted evaluations of exist- ing programs; prepared assessments for new programs; negotiated contractual agreements with other institutions for the implementation of academic programs; chaired faculty committees; worked and consulted with diverse ethnic groups; written significant portions of the accredit- ation reviews; served on the academic governance com- mittees responding to accreditation standards; hosted representatives from national and international educa- tional institutions and agencies; and negotiated, imple- mented and supervised a large number of international exchange programs for students and faculty. Currently, he is a member of the Committee for the Evaluation of University Professors at the University System in Madrid and an adviser to the Council of Education.

An indefatigable traveller, Dr. Valdés has visited many countries, often as an academic economist –and always as an interested observer. He lives in Madrid with his wife, Silvia, and their eight years old daughter, Adriana. In his free time, he enjoys cooking and hiking.

It has become fashionable for university professors to make statements on their teaching philosophy (sic) and to disclose their method for correcting exams. I correct exams as follows:

WHY the Chinese authorities no longer believe in central planning

Peking. - Chinese soldiers in the Xisha Islands in South China Sea imported chickens to add to their diets.

The fowl ran wild and were attacked by rats. The soldiers imported cats but they went after seabirds so they brought in dogs “to control the cats in the war on the rats which were eating their chickens that laid their eggs,” the China Daly reported.

But the cats scurried up the nearest tree, and the dogs spent most of their time barking and fighting among themselves.”

 

POLITICA de reducción del gasto públi-co: The Spanish method.

Spain.-EL GOBIERNO parece haberse tomado en serio su promesa de reducir el gasto público. No cabe otra explica-ción si se atiende al requerimiento formulado por el Ministerio de Administraciones Públicas al Ayuntamiento de Carrascalejo (Cáceres), de 337 habitantes, negando el pago de las obras de ejecución de 24 nichos en el cemen-terio municipal que había sido aprobado inicialmente a través de los fondos del Plan E. El alcalde se muestra sorprendido: la partida aprobada era de 14.830,99 euros y las obras han costado 14.831. Pero el gobierno entiende que esta diferencia de un céntimo resulta escandalosa, to-do un despilfarro, por lo que requiere al municipio a que “justifique sin dilación el alza sufrida en el importe”, infor-ma el diario El Mundo.

Según el alcalde, “el error se produce al aplicar el re-dondeo en el IVA y el requerimiento del gobierno es una ridiculez, pues aunque un ordenador detecte esa mínima diferencia, los funcionarios deberían corregirlo y no gastar dinero en notificaciones y reenvíos”. El primer edil esgri-me una segunda posibilidad: “Se trata de una maniobra del gobierno para no pagar a los Ayuntamientos”.

 

WHY I no longer believe in the European
